Meeting Minutes
Wednesday, September 24, 2003

In attendance:
Dave McShaffrey (Chair), Laura Little, Jim
O'Donnell, Gloria Stewart, Bill Bauer, Mark Sibicky, Cathy Brown, Tina
Ullman, Sharon Douglass, Dan Huck.
Last week’s meeting minutes were approved without corrections.
Items:
Curriculum Committee and Graduate Council: McShaffrey attended the
Curriculum Committee meeting where the Master in Leadership program was
discussed. He does not expect any conflicts between the 2 groups on future
course proposals. Graduate Council will focus on the graduate aspect of
courses. McShaffrey will arrange to have new course proposals posted on
the website to be accessible to members of both groups as well as any
other interested parties.
EDUC 670 proposal: Members discussed additional information supplied by
Marybeth Peebles. Members still have concerns about the content of the
course. McShaffrey will invite Peebles to attend the next meeting.
Full time status for graduate students: Brown stated why establishing a
minimum number of hours for full time status for graduate students is
important: full time status allows for students to defer undergraduate
loan repayment, eligibility for coverage on parents’ hospitalization, and
federal government requirements for international student entrance.
Members voted unanimously to establish 9 credit hours as minimum for full
time status for graduate students. This information will need to be
included in the next Graduate Catalog. Sibicky asked how tuition cost in
the dual degree program is affected if a student exceeds the maximum
credit hours allowed per term. Brown stated that dual degree students are
charged the rate of graduate tuition for hours over the maximum in this
situation.
EDUC new course proposal: Bauer presented an overview of a new course,
Educating Students with Disabilities in the Classroom. He will email the
proposal to members before the next meeting. It will be offered in the
summer to currently certified teachers. Similar courses are taught at
other at the graduate schools. Bauer will find out if this class may
qualify for Continuing Education credit from the State Board of Education.
PHED628: Brown presented background information regarding an email about
PHED as a course for graduate credit. This course will not be approved for
graduate credit in Education in the future because it lacks content
required for an enhanced course and the instructor lacks proper
credentials for teaching it at a graduate level. This raises the issue of
adjunct faculty who teach 300 and 400 level classes which can be enhanced
for graduate credit but who do not have at least a master’s degree.
O’Donnell stated this is an issue that affects courses in different
departments. Sibicky voiced concern about course content not meeting
standards for the 300 level. Member voted unanimously to require an
instructor to have at least a master’s degree when teaching a class where
the student earns graduate school credit, effective the start of the
2005/06 academic year. This information will need to be forwarded to the
appropriate personnel and committees on campus.
