Proposed Amendment to the 1998 DMCA: It's called the Digital Media Consumers' Rights Act and was introduced by Rep. Rick Boucher (D-VA) and Rep. John Doolittle (R-CA). If adopted, this act would remove the prohibition of encryption-breaking technologies, as long as the intended use is not an infringement of copyright.
