Transferring your driver and vehicle license is easy.
- Know the laws.
Obtain the "Digest of Ohio Motor Vehicle Laws" booklet from the Ohio Department of Highway Safety (614-466-5247) or from a local deputy registrar. (In Marietta, the local deputy registrar is located at the AAA office in the Frontier Shopping Center (near the Giant Eagle grocery store). All of the information that you'll need to know for the Ohio driver license test is in this booklet.
- Get your car inspected.
This service is provided by the deputy registrar for a fee. Many, but not all, new car dealers offer this service, so call ahead to be sure. Just ask for the service department. In the inspection, your vehicle identification number (VIN) will be checked against the same number on your title. The check takes about five minutes and there is a state fee of $3.00 and possibly local fees. This will be collected at the auto title office.
- Go to your county Clerk of Courts Office and find the auto title office. In Marietta, this division is in both the Courthouse located at 201 Putnam Street and in the same building as the Deputy Registrar's Office.
a. if your vehicle has two owners, both of you have to handle this unless you get a notarized power of attorney for the one who can't come.
b. if you have a lien on your car, you will have to request that your original title be sent directly to the title office so that the lien can be recorded on the Ohio title.
c. the charge for your title transfer will be $13.00 with a lien. If you have no lien, the charge for the title transfer will be $9.00
d. the title transfer must be paid for in cash.
e. if you lease your car, please contact your leasing agency personally to find out how they want you to handle the title transfer. It varies from company to company.
- Go to the nearest State Highway Patrol Examination Station for a written test and vision screening.
You don't need to make an appointment, but you will want to check which days the local office is open.
If you're under 18, you must present proof of driver education that meets or exceeds Ohio's standards.
If you were trained in high school, bring your certificate with the instructor's signature to your new high school or any school in the school district where you'll be residing and request an out of state transfer. If you were trained in a commercial school, mail your original certificate to the Ohio State Highway Patrol, Driver & Vehicle Services, 660 E. Main St., P.O. Box 7037, Columbus, OH 43266-0562. The State Patrol will review this, and if the training is up to Ohio standards, issue a letter to be taken to the exam station.
- Return to the Deputy Registrar to get your new license plates and driver license. In some of the larger cities, a deputy registrar authorized to issue licenses only is located in the exam station, so you may pick up your license there if you prefer. But you'll still need to get your license plates at a full-service deputy registrar.
To register your vehicle in Ohio, you must present your new Ohio Title (or memorandum of title, if your car has a lien). The deputy will collect the proper registration fees depending on when you purchase your tags, what taxing district you'll be residing in, etc. Again, as with your title, the legal owner(s) of the car must apply.
If your old driver's license has expired, or you're a first time driver, you'll have to purchase a temporary permit packet from a deputy registrar.
Proof of social security number and birth certificate are required for this packet when either your social security number is not on your driver's license or your license has expired.
In the absence of a social security card, proof of the number can be shown with a letter from your employer or a bank on their letterhead stating your name and social security number.
Here's a list of everything you will need:
- Your vehicle's original title
- Two notarized powers of attorney if your vehcile has two owners and only one of you can make the rounds
- Your vehicle's loan contract (if you have a lien on it)
- Money to cover the transfer. Remember, some of this must be paid in cash
- One picture ID (your current driver license) and one other ID
Proof of driver education (if any of the new residents are under the age of 18)
- A co-signer, for drivers under 18
- Birth certificate and proof of social security number, if you need to obtain a temporary permit.
